Industrial cluster can help small enterprises to contact t he widest market in t he global competitions. This essay tries to concretely analyze the roles of trade association governance in t he process of industrial cluster s growing to maturity , lighter cluster in Wenzhou , Zhejiang as a research case. On t he basis of the theory of trade association , taking Wenzhou Lighter & Smoking Industry Association ps Convention on the Right s ( 1989 - 1993) and handling of EU Child Resistance Law (1998) and t he antidumping of t he lighters as examples , this essay tries to take apart the roles t hat trade associations play as a kind of social intermediary organizations in crisis. With the particular ad vantages such as resource pooling , cooperation promoting , communication facilitating and international lobbying , trade associations could help promote t he development of SMEs clusters.
